I am using Windows 10 20H2 in French, but each attempt to install LO in French ends up in English. The base language selection is English only and nothing else is listed. There seems to be no French language pack. LO version is 7.0.3.
Find it interesting that in 2020 there are no clear instructions on how to install in another language. It does not pick up the system language. Or just install an app in another language.

since you are on Windows, perform the following to add other languages:
(assuming that you already downloaded file LibreOffice_7.0.3_Win_x64.msi)
LibreOffice_7.0.3_Win_x64.msi
Change or Modify (got only a german release, so don’t know how it is called in the English installer translation)French from list of Additional User Interface Languages similar to the following screenshot (again - sorry for the German language of the installer interface, but I could not manage to display in English, though I changed my Windows to English):

I have the same problem but in mac and with Galician language interface. I had dowloaded the Translated User Interface: Galego but don´t work. The base language selection is English (USA) only and nothing else is listed.
