icuuc??.dll missing: What do I do now???

The program can't start because icuuc54.dll is missing from your computer. Try reinstalling the program to fix this problem

You can do as the error message suggests.
The missing file should be a dynamically loadable library of routines for handling unicode.
"ICU": "International Components for Unicode".
On my system, however, I only have icu*.dll libraries related to portable softwares, among them LibreOffice, Apache OpenOffice, Firefox, Thunderbird, Stellarium ... I do not know in what way Win is handling the respective calls for installed software.
Are you talking of a LibreOffice from a PortableApps .paf?

Thanks, Pal. I suppose I should just read their instructions in the first place. I uninstalled and reinstalled as you suggested and it works fine now. Appreciate your help because it was annoying me not being able to open attachments.

Thanks, Pal. I suppose I should just read their instructions in the first place. I uninstalled and reinstalled as you suggested and it works fine now. Appreciate your help because it was annoying me not being able to open attachments.
