You can do as the error message suggests.
The missing file should be a dynamically loadable library of routines for handling unicode.
“ICU”: “International Components for Unicode”.
On my system, however, I only have icu*.dll libraries related to portable softwares, among them LibreOffice, Apache OpenOffice, Firefox, Thunderbird, Stellarium … I do not know in what way Win is handling the respective calls for installed software.
Are you talking of a LibreOffice from a PortableApps .paf?

I suppose I should just read their instructions in the first place.
I uninstalled and reinstalled as you suggested and it works fine now.
