But how to access it?
The download link refers to the offline version. So how to enter the online version?

as far as I understand the thing (and which is just an excerpt of what is stated on the link you provided within your question):

1. LibreOffice Online is a software enabling you to implement your own LibreOffice online service
2. There is no LibreOffice Online Service offered by The Document Foundation (libreoffice.org) - neither as a paid service nor for free.
3. Service providers may use the software to provide the service you are asking for as a fee-based plan (one of them is at: Collabora Online - Collabora Office and Collabora Online).
