Please edit your question to explain where you experience difficulties. In principle, installing the language pack is sufficient. OS, LO version and locale are necessary to give relevant advice.

May be It should be mentioned that there is no *langpack.msi file for Windows but the language support must be selected from the base installer during installation or to perform a “change” installation by calling the base .msi again. Sorry, if this obvious information, but for me it took some time to find that difference to rpm/deb packaging.
