Format>Bullets & Numberingis a different thing. It is the same as the list buttons in the toolbar: a direct formatting instance.
It’s not because it doesn’t affect a specific paragraph or selected text. It affects all bullet and numbering styles in the document.
In my example, you’d have the same results if you modified bullets and numbering via the Format > Bullets and Numbering menu option, instead of using the Edit Style button from the Style > Outline & List dialog. As I’ve said it’s the same thing.
Right, I think I found the cause of our disagreement. You’re probably referring to creating a bulleted or numbered list via Format > Bullets and Numbering, whereas I’m referring to its Position and Customize tabs. These are really not direct formatting.
