I have inserted an image into a document and set the anchor “to paragraph”. This works as expected while I continue editing the document. However, if I save, shut down Writer, and then re-open the document, the image has its anchor set “to character”.
This behaviour occurs in version 6.1.5.2 as well as 6.2.8.2
… and your document’s format (something you didn’t mention) is one of Word’s formats, which don’t have the “to paragraph” anchor type?

For the record: the problem is using one of MS Word document formats, which lack the “to paragraph” anchor type.
