Apparently wrong z-order in pdf

There are background images in document but Draw shows them in front of embedded photos and the photos are covered by the background and not visible. Is there an easier way of getting the document right than sending them to back manually on each page? Okular has no problem with this document.

I don’t even see them. Only shapes, and text (some converted to shape).

You cannot see any photos because they are underneath.

They are not underneath. See, I just deleted all elements in Page 1, except the image, and I see it all white, including in the print preview:

Some images in page 14 (people faces and two others) are shown, and a few more in another pages. They are all in grayscale.

Both white and seen images that I tested say they are .png.

The document viewer (Evince) shows all the images.

The file properties says:

Opening the file with Inkscape shows the images. So, I think there must be an PDF import bug. Must test with an older LibreOffice version.

I can see photos on page 1 but not on further pages.
