Have embedded table in Base form and data only displays 24 hr format even though the column is formatted to be in AM/PM time format. This just started with ver. 6.0
I have the same thing, I found a workaround. replace the textbox with a pattern field and then set it back to textbox, work for me. cheers

Can confirm your problem using Mint 18.3 with LO v6.1.0.3. Have checked for reported bugs but don’t see this one (may have overlooked). You should report & note bug number back here for others to reference → Bugzilla.
You can display this format using a Formatted Field control instead:
Field on left is Time control & on right is Formatted control. Same works if in Table Grid.
