I’m trying to plot my finances, but my chart comes up blank.

The cells in the “balance” column are all quoted, which makes them behave as text even if you try to change the cell format to something else. To see this, select a cell and look at the formula bar. You can also see it if you double click to edit.
There are several ways to fix this. Using Find and Replace to remove the quote seems to be the best general solution. See: How to remove single quote in front of numbers in a cell.
Ah, thank you, I fixed this with the dates but didn’t think to do it with the currency.
