Calc - percentage increase or decrease by an amount of time passed

Let’s say the time starts at 07:00 and for each hour passing i want the result to increase or decrease by 5%. How can i do that, so that when i enter a time of the day, 05:30, 07:15, 08:00, etc, it calculates automatically the percentage? I want the change to be progressively, not by chunks of time.
For example if i enter 09:00 the result is 10%, if i enter 07:30 the result is 2.5%, etc.

What result is expected if the time difference is not a multiple of 12 ?

The corresponding percentage. 30 min would be a 2.5% increase. I edited the original post to be more clear.
I tried this formula but it didn’t work.
=("07:00"-B2)*(1+0.05)^"01:00"
for a 2 hour increment it shows only 8.35%, not 10%.

What is ^"01:00"? Why the power is static?

To find the percentage, the decrease in this case. It would be -7.5%.

Assuming that A1 has your inspected time value:

=(A1-"07:00")/"01:00"*5%
