Calc: reference same cell number after insert row?

In an emtpy sheet, If A3=10, what value should A1 have, so that both of the following statements are true:

1. A1 displays the value 10
2. After inserting a new row between A1 and A3, A4 displays 10 and A1 displays the value of A3, which is currently empty.

What I already tested:

• If A1=A3 or A1=A$3, statement 1 is correct, but statement 2 is incorrect, because after inserting a new row the value of A1 changes to A4 or A$4 respectively, and does not remain A3 or A$3 as desired.
