I’m unable to drag the Font Color Palette or Background Color Palette off of the toolbar and next to the cells in LibreOffice Calc. Is there a setting that I keep overlooking? Any help would be greatly appreciated…

Because the palettes are not toolbars. The palette is an "item list " of a toolbar icon. You can drag only the toolbars.
My workaround tip:
Use the Customize feature - Create some new Toolbars, and put the desired function into the Custom toolbars (one function only for each of toolbars). Then you will able to drag the little (single icon) toolbars (where you want to drag them to), and the “item list” of the only one function will drop down under the “replaced”/dragged icon.
You can switch OFF the original icons on the main toolbar - or you can use the new ones as some duplicates.
As in this example (Please see pic. Color palette dragged away from toolbar.). I’m unable to move the color palette off of the toolbar in LibreOffice 7 as I could in previous versions.
And which version was the VlK0O7g.png image created? (and what is the op. sys.?). And how the palette was appeared?
The vik007h.png is showing what I can’t seem to do in version 7. It’s an example only of what I’m trying to do with version 7 but am unable to do so.
