simply because it appears you have the whole sheet selected?
Using your download and only selecting row #2 with a right click I am able to insert row above or below but if I click on the extreme top left cell, it selects the whole sheet and the contexxt menu is not available.

Me too. But if I select four as per the pic, I am prevented.
It isn’t the merged cells preventing the insertion, but the Autofilter. The Insert Rows fails when the first hidden cell is included in the selection.
You could report an enhancement bug, How to Report Bugs in LibreOffice - The Document Foundation Wiki and report the number back here in the form tdf#123456 without the back ticks.

I cannot even imaging what an “enhancement bug” is, so I’ll leave it to someone better qualified.
It’s a simple request to have an improvement made to the software. No one is better qualified to do this than the person who knows what they want.
And it is discussed in the link @EarnestAl provided earlier, which I guess you didn’t notice.
