Can i disable the below startup screen for user to create a new document,etc from this menu.

don’t want user to create new document and others from this menu. Actually, I used to replace the MS Viewer in a close environment
If your users use only LO Writer, you could arrange to start Writer directly rather than starting the whole LO suite. Delete the shortcut to the suite and substitute the shortcut for Writer.
Actually, I only install the writer during in custom setup. But, the other programs are also run properly when select one of program in startup menu
Yes, all of the programs (Writer, Calc, Impress, etc) are installed. But I think if you only start Writer by clicking on the Writer icon, you will never see the start-up screen shown above.
So delete all icons for Calc, Impress, etc., including the one for LibreOffice suite, leaving only the icon for Writer. Maybe I don’t understand the problem that you have.

The matter is that LibreOffice is sort of monolithic suit. Writer, Calc, Impress etc. are just specialized interfaces to common libraries.
If your goal is to prevent users from creating new documents and let them read only, then tinkering with the start screen is pointless as creating new documents is available from the menu or by starting a particular module (Writer, Calc, Impress) anyway. You need to grab the source code and hack it.
