Can LibreOffice be installed on Hard Drive Partition “D” or any besides “C”
It is installed to the Windows program directory %PROGRAMFILES%\LibreOffice.
The user profile with all settings, templates, global macros goes to %APPDATA%\LibreOffice.

Yes. While installing you get the choice to make a custom installation. Besides other choices (e.g. which UI language you want to install) you get the choice to determine the target folder.
If you later want to have the user folder in a different place too, then you need to create a shortcut with environment -env:UserInstallation or edit the boostrap.ini file.

While I would usually use the method @Regina recommended, there is also a gui for separate installs available, where you can also freely choose locations. The wiki also hase more details on option of the installer:
