I create a new table using the wizard or in design view and all functions are greyed out and unusable - how to I change the properties so that I can enter records?

Most probable cause is that you have not assigned a primary key to a table field. This is necessary in database tables for record creation.
Also, when asking a question, please include the specific LO version used, your OS and for Base the database used (there can be very many different ones).

Clearly not used to this Q & A system - I have an index and my first table only has 3 fields - all functions greyed out. What am I doing wrong?

I hope you mean Primary Key
and not index. Not clear as to what you mean by functions
. As for the database in use, on main Base screen at the bottom (status bar) is the database used and the connection type.
May be best if you are really lost to post the Base file you have created. Edit your original post (edit in lower right of question area) and use toolbar (upper left in question area) paperclip icon to attach the file. See → How do I attach a file to my question/answer?

For “Functions”, read any drop down menu item.
