step 3, save the image

expectation, a popped window asks me whether the modified or original image will be exported as a file

result, just original image saved

With Change height and width, you only change the scaling.
The question whether you want to save a changed version only appears if you have previously cropped the image.

Why do you expect the image to be modified? So, if you resize a bitmap first to a thumbnail, then to full width of a page, you expect a loss of resolution, because the image was reduced before?
.
So to avoid above problem the image is not changed when you change the space where it is shown.
.
If you wish to modify graphics try Draw, not writer, but for bitmaps there are easier solutions available outside LibreOffice.

LibreOffice is not a raster image editor. Its image size is not in pixels, but in paper size. It does not know, on which device (using which PPI/DPI) it would be printed eventually. Thus, resizing is not expected to change the image PPI. Nothing wrong with how LibreOffice works currently.

But note FormatImageCompress.
