Windows 10 Libre Office 5 Writer, Xubuntu 16.04.3:
View| Data Sources shows all 40 records, but when I select all records and click on Data fo Fields only 1 pages’ worth of labels are shown. In Print, Print a Form Letter is selected, but I only get 1 page worth of labels.
Dare I say that Open Office does print both pages!
