I found the option to export PDF/X. But we support a large user base who inevitably want to just print, not export and print. I don’t see an option to do that. Is there a way to have print as PDF default to PDF/X?
The question is unclear. How directly “printing as PDF default to PDF/X” (from a LibreOffice document, without exporting the PDF/X) differs from printing the LibreOffice document?
The printout on paper contains coloured dots and lines on white background, not PDF(/X) format data.
Think OP asks for File → Print → General tab → Properties → Devices where there’s option PDF, but OP asks for PDF/X, am I correct?

button opens the device-specific app that allows to setup the selected device propertied using its driver capabilities. It has nothing to do with LibreOffice. Also, the printer list itself is taken from the OS, and isn’t LibreOffice-provided (except Print to file
, which doesn’t have its own properties - you’ll get the properties of previously selected item if select it). But I fail to see a reason for “user base” that cannot export, but explicitly needs printing.
Where did you find PDF/X support in LibreOffice?
I see no such option in LO 6.0.2.1.
You can just print to a PDF printer driver which does have a PDF/X setting in its options.
