Can you use LibreOffice to create accessible pdfs, compliant with WCAG 2.1?

Hello,

As a UK Government organisation, it will soon be a legal requirement that we create pdfs that are accessible for people with disabilities i.e. compliant with WCAG 2.1 (Web Content Accessibility Guidelines). I know I can create these using Office 365 or Adobe Acrobat but I am looking for a cheaper alternative.

Please can you let me know whether this is possible with LibreOffice?

There are some a11y improvements in upcoming v.7.0; no idea how those correspond to WCAG 2.1. I suppose that there needs to be some interested party who does/funds a work on audit and development to provide appropriate level(s) of compliance to different a11y specifications.
