Cannot open PDF file. error: Version Incompatibility. Incorrect file version

I downloaded a PDF file that I wanted to make some changes to. When I try to open it, I get the error “Version Incompatibility. Incorrect file version.”
I tried reinstalling the LibreOffice suite and I continued to get this error. I am able to open other PDFs without encountering this error.
