What do you want to do? Draw is not a PDF viewer. It can handle in a somehow limited way PDFs, considering them as a collection of graphical shapes but Draw is not equipped with all PDF viewer features.

From your LO version, I assume you’re under Linux (but which distro and which desktop?). There are many PDF viewers available under the various desktops: Evince (GNOME and derivatives), Atril (MATE), Okular (KDE Plasma), Xpdf (X-Windows), Qpdfview, ePDF and many others, among which Acrobat Reader.

You didn’t mention what you want to do with the PDF document. If you only want to display it, use a PDF viewer. If you want to edit it, most PDF viewers allow that. And if you really insist on manipulating it in Draw, find a way to save it without password.
