Following a Windows 10 update a few days ago I can’t copy and paste photos to Libre Office Writer. Nor can I insert a photo from my files. If I hit Control V, a picture box appears but no picture.

What do you mean by picture box? Do you mean a full sized frame (i.e. a frame of size of the picture) with no text (or anything else) or do you mean a frame containing a small icon and the word *Image# (where # is an integer)?
You must go to the menu Tools>Options>LibreOfficeWriter>View
there at “Display” set a checkmark at “Images and objects”.
The comment by ebot should fix your issue.
There is a possibility that there is another update waiting to be downloaded and installed. It is named something like “…Cumulative update for .NET framework…” I found strange things happen in Windows, if this isn’t installed.
