I try to make labels that contain text and a logo in Libre Office 6.4 as a .odt document. When I synchronize, only the text is synchronized, and I can’t add the logo manually to the other labels either. Help! Urgent!

Without much description it is difficult to answer. Missing: OS name, LO version, document format (.doc(x) or .odt).
Without knowing what you do, I’d say it is an anchor/wrap issue with the graphics material.

It is anchored to Page. I thought it would be fixed by right click on logo, Anchor | To Paragraph and click Synchronise Labels but nothing happened.
So I did Anchor | As Character, Synchronise Labels, and all appeared. I then did Anchor | To Paragraph and clicked Synchronise Labels. I could then move the logo back to where it was originally, so Synchronise Labels again and I think that is what you were after.
As I suspected, your frames and objects are badly anchored.
You use page-anchors which is reserved for a poor substitute to desktop publishing (DTP) applications. Unless you know perfectly (and this word should emphasised “seventy-seven” times) what you are doing and the consequences of this choice, stay away of it.
Also your document is uselessly complex. Among other things, sections have been used where they don’t make sense (sections are a device to change temporarily the number of columns in a a part of a page).
Either you consider your paper sheet as a primary object with “simple” labels and you’re better off with Draw where you control very precisely the position of objects or you consider the final result as formatted text where you expect automatic formatting and you must use Writer the way it is intended.
Since it looks like a sheet of identical labels, I’d recommend Draw: you design one of the labels, position it at top left and use the powerful duplicate function in Draw to fill the sheet.
If you prefer to go on with Writer, create a 4 columns x 10 rows table. Create 3 paragraph styles: one for the heading “Ingredienser”, one for the ingredients (where you set a left indent instead of using spaces because you’re dependent on the font and justification to achieve the expected indent) and one for the validity date (again with a left indent and a tab stop instead of spaces).
Don’t use Ctrl+Shift+Return (line break) for what is in fact a paragraph break (ingredient list).
Anchor you logo to some paragraph. It will then copy with the paragraph when you paste in the other table cells.
Is the reference to SE-EKO-03 part of the logo or some legal quotation not related to other elements? If part of the logo, add it there so that the wrap mode also applies to it. If not, put it into a frame anchored to some paragraph, perhaps the same as the logo one.
Personally, I’d recommend going with Draw unless you didn’t tell the whole story (e.g. you’re practising some kind of mail merge).
