Is there any way I can change defaults on inserted and pasted images to inline word wrap and left justified in Writer?
Open Styles and Formatting (F11), choose Frame styles then right click on Graphics style and choose Modify.

What test did you do?
I copied and pasted an image into a document and the text wrapped around it. I also tried inserting an image into the document and it still had the text wrapped around it. Also, there was no way to reset the alignment from center to left in Styles and Formatting.

That said, without a clear and detailed step by step description of your workflow, it is difficult to guess how you proceed when inserting pictures in a document.
When pasting an image in a document, the position of the image depends on where you clicked in the document. This position may not be compatible with the default image style. So you may have to apply the style.
When I paste a picture into a document, I click on the blank line where I want the picture to go, right click, then click on paste (Insert Image is pretty much the same). That puts the picture into the document in the center of the line and text wrap is almost always Optimal Wrap. I can easily change the text wrap to Wrap Off and alignment from Center Horizontal to Left Align by clicking on the appropriate icons that appear in the toolbar when the picture is selected.
If I change the style Graphics before to copy and paste the picture, it works for me: the picture is pasted aligned left and wrap off.
What version of LibreOffice are you using? I’m in 5.3.
Currently I use version 5.4, that is the fresh version.
I upgraded to 5.4.1.2 and still can’t get it to work.
Please post somewhere a test file showing how you proceed with image style and image insertion.
