See also tdf#143813 - Outline folding: copy, cut and paste do not work anymore (but got nothing to do with the original question here and in that sense the symptom may be the same, but the root cause differs and I’m not sure whether you answer will be found, without an own question).
Was puzzled by this problem getting worse on my linux box over a few months to the point where I could only do one copy and paste and would then have to restart Writer. The cure was to stop the clipboard manager and disable it. In my case that was qlipper.
