When i extracted the downloaded file it shows like "Could not open “LibreOffice_6.0.4_Linux_x86-64_deb.tar-1”

Have you checked the downloaded file checksums?
And the original file name does not contain the “-1” suffix. I wonder if there exist a Linux archive manager that is confused by changed extension? 0_o
