Create link in the footer to the Table of Contents

I have created a safety manual for a client using Master Doc. There are 35 Sub-Docs. It’s 467 pages. I want to create a link in the footer, under the page number, using the text, “Go To ToC” that clicks back to the top of the Table of Contents.
Can someone give me instructions on how to do this please?

1. Click in the footer
2. Click Insert > Field > More Fields > Cross-references
3. In the Type pane select Styles
4. In the Selection pane select Contents Heading/
5. In the Refer using pane, click Referenced text
