Something changed in Calc cursor movement.
Previously: Arrow keys move the cursor from cell to cell.
Now: Arrow keys scroll the sheet, the cursor remains in the cell.
Perhaps you have toggled the Scroll Lock key.
No doubt Scroll Lock has been toggled. Thank you.
Toggling Scroll Lock was the answer.
