Happened a few times on latest LO 6.2.5.2 on macOS 10.14.5 – using Writer and the cursor changes to a dotted line. When the cursor moved to edge of page it becomes a white circle with a line through it and none of the menu items work.
Force-closing LO on mac resolved it.
