Custom keyboard customization is not working for enter/shift+enter

So I’m trying desperately to switch what enter and shift+enter do

I try to go into the customization settings and switch these things:
enter - insert paragraph
shift+enter - insert manual row break (this is a strange way to say ‘line-break’)

So for some reason when I switch the two, it won’t do it, enter and shift+enter will either do the same thing or they’ll BOTH become ‘insert paragraph’
I’m severely tired… this is annoying… either fix the bug or I dunno what I’m doing wrong…

LibreOffice can’t over-ride coded-in Windows keyboard settings, Enter is Enter. You need to modify in Windows if you can

To cheer you up, here are some obscure Windows keyboard fixed settings that can’t be over-ridden at all, anywhere. Alt+Numpad number gives symbols, e.g. Alt+1 = ☺, Alt+5 = ♣. This is program independent, even Notepad suffers from it.
