Custom toolbar location

Running LO 3.7 on Linux Mint v21. I have created a custom toolbar in Calc. With the standard toolbar selected, the custom toolbar is displayed to the right of the standard toolbar. When I uncheck the standard toolbar to hide it, the custom toolbar does not shift to the left.

Is this normal?
