Any time I open a document in Writer, it asks if I want a certain character set. I always select, I believe, Western European.

Does the document use a different character set than the default LibreOffice has set?
This means that you are working with “documents” that are e.g. plain text files, or other (legacy) file types that don’t include the character set information. What is the file type?
LibreOffice itself will use Unicode internally, and this can’t be changed.

If you open .odt-files you will not see this question, and for Word .doc/.docx a necessary conversion will happen automatically.

To avoid setting this for plain text files (often .txt as extension) you may create a macro with your settings, but Writer itself can not know, what is in your file. If your language is english, you max not be used to this, but for all other people it is important, to be asked.

(Not being asked by Excel for .csv is one point wich drove me to OpenOffice…)
