It is a property of your default template. See: Creating and Changing Default and Custom Templates. Set the view mode to Web before saving the template.

In addition for those finding this question: the underlying thing is that the view mode is a property of the document itself, be it for a template (for new documents), or for existing documents (that need to be saved with the desired view mode).
