In LO’s top menu “View” is one of the options. The first choices in the drop down menu are either “Normal” or “Web.”
The default choice is “Normal.” “Web” is optional.
How may one make “Web” the default choice?
It is a property of your default template. See: Creating and Changing Default and Custom Templates. Set the view mode to Web before saving the template.

In addition for those finding this question: the underlying thing is that the view mode is a property of the document itself, be it for a template (for new documents), or for existing documents (that need to be saved with the desired view mode).
