I attempted numerous times to delete or rename a sheet that that I cleared. I combined 2 sheets into one because I had hit the limit of pages. I move the info from one to another and now want to rename or delete the page. Rename is grayed out on the dropdowns. There are no protections on this folder.

You cannot delete a sheet while Edit - Track Changes - Record is activated.

No, you need to be in Edit Mode to make changes to your document.
As @Zizi64 wrote, share a sample file. First made a copy of it, delete all sensible data in it, then edit your question and use the Upload button (in the middle of the edit toolbar of this site).
