Thanks but it is a online solution i was looking for a offline one like if libreoffice can open pdf and save that as a ods file

No. Not available, and on a general view not even possible.

Some pdf-files are just containers for (often scanned) images. You would need OCR to get usable letters/numbers from this.

Even pdfs, wich contain letters, may not be in expected sequence. So it is no easy job to arange everything properly. Detecting tables in this is even more complicated. It is not impossible, some OCR-software is handling this, but expect to edit for correction.

LibreOffice offers conversions, wich is loading a file in internal representation and export in the format defined as destination. A pdf would be opened in Draw, as a big collectuon where to put letters on a page. There is no understanding of the contents. Therefore a conversion to another format is quite limited…
