I have imported a drawing. I am trying to use the fill function to add color. It does absolutely nothing. Everything I have tried gets the same result. Is Draw completely useless or am I missing something? It’s been more than a decade since I used a program for this function, but this used to be a matter of hitting a button.
Draw is a vector editor, not a raster editor. If the image is a png or jpg then use a suitable image editor such as the GIMP.
If the drawing is a vector then make sure the area you are trying to fill is closed.
If the drawing is an svg you might need to Shape > Break to select the shape. Note that this ungroups everything, a rectangle might become a collection of 4 lines arranged as a rectangle. Inkscape can ungroup by layer so might be a better choice.
Now that I have made a couple of wild guesses, I suppose it would be best if you could supply a sample .odg with the shape that you want to fill. Click the Upload icon to upload it here.

Draw is used by several persons with success, so it is not useless.

It may not be the right tool for you / your problem, but that’s hard to tell with the scarce information you gave. Not unlikely @EarnestAl is right and you try to fill a raster-graphic with a vector tool …
Maybe good old RTFM could help
