Apparently, a dashed line is considered as a collection of segments which are all assigned the same properties. You can’t control separately the end segments and the “middle” segments.
My suggested workaround is to split your segment into three parts: 2 (very) short “ends” where you apply your preferred cap style and a straight connector between them. The connector can be dashed independently with its own cap style. Pay specail attention to the angles of the “ends” so that all three parts align nicely (or group them to rotate the merged object as a whole).
If you have several such objects, create custom styles: one for the “ends”, one for the connector. It is easier and faster to apply styles than to reformat manually each occurrence.
PS: since there are subtle differences between platforms and versions, always mention OS name, exact LO version (and, when relevant, save format).

This question is just another provocative attempt. And no, line appearance is not expected to be different on different platforms; however, that is irrelevant, and repeated attempts to justify the “I will ignore the rules, and only provide info limited based on my understanding what should and shouldn’t affect the result” is wrong. You ask about a problem. And you can’t even know beforehand, if you see a bug. And bugs have no obligation to follow your understanding how the program should work. Just admit it, and post as much information as possible, definitely including the expected seemingly irrelevant bits, instead of arguing needlessly, requiring people who want to help to request the missing information, and to defend their reasons to request it.

I had hoped my question “Draw: How may I set the line cap type without that affecting the dash shape?” avoided phrasing this as a problem. I’ll try harder next time.
Any question presents a problem to be solved (e.g., “I don’t know how to do X”, or “I see A, but I want to see B”). If you intended to say “I will invent something else to avoid posting the OS information”, it’s a pity.
