Draw: Layers do not work as expected

I have a lot of objects on my Layout layer. I created a layer called Layer 4, but when I click on it, I can still select objects from the Layout layer. I’m really not getting what these layers are for. I would like to be able to see Layout and trace over the objects, but I don’t want to edit those objects.

1. In LO is there any concept of one layer being on top of another layer? (think Photoshop).

2. Why does LO click through to lower layers?

OK, I get it. You have to lock the lower layer. Then objects on the lower layer are not selected.

Yes. It is probably not fair to compare Draw with Illustrator, Inkscape, Skencil, and other drawing-only tools as it is quite basic by comparison.
