After creating a form using the wizard I cannot find any way to edit the form controls. Toggling Form Control Wizards does nothing.

Open the form for editing, not for input data.

Press Ctrl + left mouse button to mark a control. Controls in a form created by wizards are grouped with label controls,
Right mouse click → Control Properties …

Alternative: Form → Form Navigator
Right mouse click on control name → Properties

What does right clicking on a column header say?

You have created a form which only contains a table control. My description was for a form with standalone controls.
Right mouse click on the table header → Column… will get the possible properties of a field inside a table control.

That’s what you end up with if you don’t select “Arrange the controls on the form”. I don’t see an option for standalone controls.

How do I get to arrange the controls on the form now? The only answer appears to be to delete the form and start over.

The first screenshot shows: You have chosen the table control. It is the default the wizard has set.
With right click you get the context menu. Now left mouse click on Column… and you could edit the properties.
Delete the form, start the wizard new and test the other types.
Then you will get the separate controls for every value.

There is much learning by doing. I have created so much databases that I don’t use the wizard any more. There is another little wizard for setting controls together with labels directly (toolbar form design). This is the tool I’m using for creating a form.
