Error code 1336 NOT fixed by Controlled folder access disable

Windows 10 Pro Version 1903 OS build 18362.418

Attempting to install LO version 6.33, 6.3.2, then 6.2.8. None would install.
I get the error 1336 message about not being able to create a temporary file
that is needed to complete the installation.
I disabled the Controlled folder access, even disabled Real Time Protection altogether,
still get 1336.
Went through the FAQ, created a log file and uploaded to my server:

Seems to be related to the Fonts folder, but I don’t know where to go with this.

I edited the registry to allow installing msi packages as administrator and I get the error
“This installation package could not be opened. Verify that the package exists and
that you can access it, or contact the application vendor to verify that this is a
valid Windows Installer package.”

Would appreciate any ideas, about ready to pass on LibreOffice for this machine.
I’ve installed on 2 laptops with no problems.

It looks like your C:\Config.Msi temporary directory created and managed by Windows Installer service is somehow broken. The directory is used during installations, and is OK to be removed when you don’t have active installation in progress. You possibly need to correct its permissions, or even remove it totally and let installer re-create it as needed.

I don’t see a Config.Msi directory anywhere, did a complete C drive search.
So there’s nothing to remove or change permissions on.
In File Explorer View Options, I have “Show hidden files, folder,or drives” selected,
and “Hide protected operating system files” unchecked.
So does this directory only exist when an installation is in progress?
Do I need to fix whatever creates this directory? What would that be and how?
