when I try to export an odt file as pdf I get misaligned edges not in margin or column settings. What am I doing wrong?..thanks
Can’t tell without a minimum of information. I assume that the misalignment occurs when you view the PDF. Is it on the same computer? Are the fonts installed? If not, embed the used fonts when exporting so that the PDF becomes self-sufficient, not needing external data like OS-installed fonts.

Two ways to convert pdf to editable document really
- Open the pdf in a pdf reader such as Adobe Reader, then copy the text and paste into Writer. It will paste as plain text so select everything and press Ctrl+0 to make it Body Text style. Then go through and apply heading styles to heading, etc.
- Use a OCR program
Click File > Save As and select a suitable location and name for the file. Save as type .odt.
If you want a pdf with the Writer document embedded within then select Hybrid PDF as export type

How can I export my Writer document (newsletter-12 pages) as a pdf to Writer viewer ? Right now it is going only to Libre Draw to view and print.

The PDF (Portable Document Format) file format was developed to view, and for print a documents, but not for reedit them. Use a free PDF reader software (Adobe Reader, Foxit Reader, etc…) to read and print the PDF files.
The Writer is not a PDF viewer software. The Writer is a text editor software. Edit the source documents saved in ODF (Open Dofument Format) file format.
That’s, why it is named “export”.

See pdf as some kind of printer. In a way you ask “How can I feed my printed paper back in Writer on the screen.”

The main question is: What is your goal? To fix your original “question”
You will need to fix this either in Writer before exorting or you may try Software to manipulate pdf directly. Draw edits pdf as a “graphics” format.
