whom can I contact to notify that a webservice is offline? At the moment it’s extensions.libreoffice.org (timeout while TLS-Handshake) but had also this experience with ask.libreoffice.org several times.

You may check https://status.documentfoundation.org whether TDF is aware of an outage before you try to contact.
Ah! I was not aware of this status page. Thank you Opaque. Extensions is back online also for me.
It is working for me at the moment.
