Frames in writer jump to different page

I am using Writer 6.0.7.3 and I am creating a 12 page newsletter. So I have set up my pages, and I am working in content in different areas, seeing what fits. I have created two column frames on each page, and linked some together for longer articles. If I copy in text that runs longer then the available space, the frame grows so that it covers the header and footer, and at times, the entire frame has jumped to another page. Although I do get the red arrow, showing that I have more text unseen. I then end up resizing everything, or set the anchor to paragraph, and then drag it back to the page. I have tried searching this on YouTube, but it is not well covered. Is there a way to anchor the frame so that it stays put, and stays the desired size? What am I doing wrong?

By default, frames are created with vertical Autosize option enabled. To get fixed size frames, uncheck the option in Type tab.

Note that frames participate in the general text flow management. Consequently, text not in frame may cause these to move as their anchor is moved. The only way to freeze frame position is to anchor it to page. However, if you do not master fully these anchor consequences, you’ll get result you’ll qualify as “surprising”.

If I understand right your need, you design a newsletter with a fixed 12 page-count and you simulate magazine setup with frames. I think LO Writer is not fit for this use. Writer manages quite well variable sized text consisting of a single flow. Whenever current space is exhausted, a new page is allocated for extra text. Conversely, when text is erased, a page may be removed.

IMO, a free application like Scribus or a commercial one like Quark XPress would be better adapted to your task. Here, pages are primary objects allocated by the designer and the application will not add any per its own initiative. It will not either change size of frames.

Thanks, I have used Scribus in the past and I had heard that Writer was nearly as flexible, so I wanted to try it out. I guess not.
