Hi.
I’m trying to write a phrase in a cell and everything goes well but when I click enter and it goes out of cell, order of my phrase changes.

You need to make the cell right to left (RTL). This is different from right/left alignment.
To do so, select the cell, right click and then:
Format Cells > Alignment > Text Direction: Right-to-Left (RTL)
Also, make sure that you are using numbers 0…9 instead of Persian presentation fomrs ۰…۹. You can get Persian numerals by using context mode in:
Tools > Options > Complex Text Layout > General Options > Numerals: Context
