When I use “Writer” for editing and writing a document that has both “RTL” and “LTR” text in it, the app’s performance gets heavily reduced to the extent that the app becomes almost unusable.
I use the latest LibreOffice 7.3.5, but having been experiencing this issue in earlier versions as far as 6.x series.
So my question is, whether this counts as a bug, if so given that there’s no performance/debug log tool is available, how can I report/track the issue?

Attach a document with reproducible problem and name your operating system.
How do you format your document(s)? Using direct formatting puts maximum stress on the app. IMHO, full styling is a requirement in multi-lingual text, requirement probably exacerbated in LTR-RTL context. If you don’t use consistent styles (not only paragraph but also character styles), expect problems. Attach a small sample so we can have an idea on your routine formatting.
