After installing LibreOffice, I installed the Help file. But when I open the Help window (F11), I get a document that looks like it has comments to the right of the document. I’m very new to LibreOffice. I’ve attached a screenshot of what I’m talking about. I’m using Windows 11.

You seem to forgot mentioning, that F1 asked you which application to use to open HTML, and you chose LibreOffice? Which was unfortunate - use a browser to open HTML.
One tiny detail. I had uninstalled both LibreOffice and LibreOffice Help. When I reinstalled both programs, I wasn’t given the F1 option and so I could not choose which format to display the Help information.
… because that’s how Windows works (the initial question which app to use was from Windows, not from LibreOffice). It has stored your initial choice. Now you need to change system settings to reassign HTML association.
And the way to do that is…?

Must have been quite a while if you are not familiar with using an internet search engine. Perhaps you could just follow one or more of the links and look at the advice given therein?
