Really “the other columns and rows” (plural). This is everything, the whole table. I don’t think, that this is what you want to achieve.

Really "text to 1 row is the condition? This means what? All 1024 cells of a single row must have text, before Conditional Formatting should be applied. Can’t believe you mean that.

Sorry, but precision in formulating a desired result based on clear conditions is key to a satisfying solution (incl. your tag).

I suppose it: this question is related to the Calc application but not to the Impress. (The question was tagged to the Impress).

In the Calc application you must apply the CF feature to the cells what you want to format conditionally. Only the condition formula could be reference to another cells or cell ranges.

For Calc.

First step is to use a formula as condition, like A1+7 > 21 in the conditional formatting

Then you use $ to prevent the adaption of the reference to the when you extend the range to wich the condition is applied like ODD($A$1) The range is set at the lower end of the dialog, and could be A1:A40 for this example.

For your question you need a Formula, wich can take a
range, so check SUMPRODUCT like SUMPRODUCT(LEN($A$1:$C$3))

I usually test such formula in the spreadsheet, and copy the working piece as text to the conditional formatting afterwards. It is much easier to catch errors this way.
