This seems to be a Writer question. The tag “common” should be replaced by “writer”.
Writer shouldn’t paginate a document with wrong numbers. How did you create the wrong page numbers?
Was it done via > Insert > Field
?
Are the page numbers placed in Headers or Footers as usual?
Is your question about the starting of a specific part of the document with a specific first page number.
What did you already try to get rid of the unwanted numbers?
Are you using the normal .odt to save the document? .doc and .docx store numbers in a different way and you may ave difficulties if you save the document in those formats… You need to place the page numbers in the header or footer having defined the page styles to support the header or footer.
Having spent a whole day with libreoffice writer following all the hints and suggestions and unsuccessfully trying to start page numbers on a certain page, and then another day doing the same thing trying unsuccessfully to find out how to remove ALL the page numbers, I suggest manually removing each page number, and then inserting each number yourself AS TEXT, a page at a time. That is the fastest way (until the software adds a “delete all page numbers” and “begin page numbering here” options). That is my suggestion.
@Slade: have you read the Writer Guide or at least built-in help?
Your manual suggestion is even worse than wrong automatic numbers.
First of all: how do you guarantee your manual page numbers will be set at top of bottom of pages? How do they remain there when you modify your text?
This is possible only if you use Writer like a mechanical typewriter, discarding all provided features like styling and composing your text with single font size everywhere (and perhaps using a monospaced font to be sure to align words).
Using a complex tool requires to read user instructions, even in elementary form.
I am unable through two days of research to discover how to start the numbering on a certain page. I have followed all the suggestions and instructions that I can understand, without success. Unexplained terms like “offset,” and instructions to click on things that are not there, have stumped me. The Writer Guide has no direct instructions for starting numbering on an internal page (I can’t even find where the topic is addressed on a single page). Manual numbering was the only way I could think of to accomplish what I need to do.

Since your question is not “how to delete page numbers” but is “how to number pages selectively”, ask your own question and I’ll answer.
Never use the Offset parameter because it won’t do what you think. Offset in Writer is a complex feature intended for very special cases. It does not change the page number, it references another page which may or may not exist, thus frustrating results because this is not what you want.
In your question, mention OS name, exact LO version and save format. Tell us a bit about your skill with styles. Styles are required if you want to number arbitrarily parts of your document.
